Is my landlord in breach of contract if he (she) fails to maintain a central air conditioning unit?
I have a central air conditioning system. The system is outside the unit and under the responsibility of the owner (landlord). The air conditioner consistently freezes over. I have made repeated request for the unit to be repaired. The maintance staff has been here on approximately 10 occasions. On each (or most) occasions their staff needed to add freon to the system. This 'repair' ignored the real problem of leaks in the system. And, as I am told, the condenser was malfunctioning and needed to be replaced. This problem still exists. Are they in breach of the contract?

Dorms and cooling question, Evaporative (swamp) or air conditioner?
My final question regarding evaporative coolers and air conditioners. This one's a doozy.
So I'm deciding whether to choose an evaporative cooler or air conditioner for a dorm room (11x12 sqr ft) located in Long Beach. However, Long Beach's humidity is about 15% on most days excluding the night where the marine layer moves in.
I'm looking for the cheaper alternative but I don't want to be screwed (because I'm buying on craigslist).
So what are your opinions! I need as much help as possible regarding this because I could either loose or save money.

To claim something to be more energy efficient than another, that thing would have to do its purpose as well or better using less energy.
Reticon (a Yahoo! Answers Asker) asked a question 
ifference between a humidifier and a evaporative/swamp cooler? I answered him with this:
We refer to window units as swamp coolers here in Louisiana. Real swamp coolers actually wouldn't cool us off down here; as an evaporative cooler the true swamp cooler wouldn't be able to cool the water in our air in addition to the water on the pads (inside of the machine). True swamp coolers use the process of evaporation to cool air. Like when you fan yourself, you are passing moving air by moisture, the act of that moisture evaporating is what makes you feel cooler. Essentially the act of the water evaporating off the pads is what makes the air cool. A humidifer (Lord help if anyone owns one down here) makes dry and uncomfortable air a little more, well, humid.
With that being said, even though you didn't ask about humidifiers you can see that a swamp cooler works best in dryer climates. A window AC uses a lot more energy because it doesn't simply cool the air by process of evaporation, it cools it off by compressing the refigerant (usually freon or some other flourocarbon). By doing this the freon becomes a hot high pressure gas. Once its turned to gas it goes through multiple coils. As its going through the coils the heat is evenly dispersed and the freon goes from gas to liquid. Once becoming a liquid it goes through and expansion valve, the liquid evaporates and turns into a cool gas with low pressure. Now as a cool low-pressure gas it goes through a second series of coils while absorbing heat and cooling air. Window units have to sets of fans, one to blow the hot air outside and the cool air inside.
So obviously with more processes comes more use of energy to complete the process.
I vote swamp cooler.

How high should the air conditioner register at depending on the weather outside?
It's about 103 degrees outside, the air conditioner is registering at 89 degrees. Is that normal? It may be a dumb question but it just seems like it should be cooler in here no matter what. I know it's working hard but 89 degrees. It's so hot in here.
best you can get is 20 degrees across your coil. that s air coming in from your return boot and air coming from about a foot above your A coil.
if its that hot outside, try misting your outside unit and see if that helps. doesnt have to be a soaking mist, but just to cool it a bit.

1992 Mitsubishi Diamante air conditioner problem?
My car's air conditioner control seems to have failed. Rather than blowing out the normal vents, the car has decided that I want the windshield defroster on as hot as it can go, regardless of what I tell it to do with the controls. First, this is not a new problem: it has been occurring intermittently (but very infrequently) for about two months now. I have tried replacing the control unit (which worked once before), but the car is quite stubborn and won't let a little thing like that get in its way this time. I have heard that this is a failsafe mode programmed into the car should the controller fail, as one is likely to be stuck in very cold weather when it happens. If that's true, there must be something wrong with the controller's connection to the car's computer, but I can't find it. Any ideas? (I'm rather desperate -- it's very nearly 100 degrees outside right now, and not at all the appropriate weather for a defroster.)
First off, your car does not use vacuum lines to control the A/C and Heater system. I am experiencing the same problem, and I have found out that the connectors to the auto A/C controller have problems maintaining a connection. The process to repair this is to pull the small wire connections out (ONE AT A TIME, to prevent mixing them up), and pushing the very little tabs in that make the contact. This takes a lot of time and is difficult to do without messing up the little wire connectors, in the little amount of space they give you. I suggest that if you do not have ability, you should take it to an automotive electrical specialist. Did I mention that the connections are little? Let me know what you figure out

Air Conditioner Condensing Unit?
I had a guy that I have been using for 5 years not install an outside A/C condensing unit. his guys threw away the warrenty & the book to it. He keeps telling me that he will get me another one. Its beem two months now. I have Rental Property & I need the warrenty & the book. What kind I do about this?
I'd look up the manufacturer's web site (Google search if yo have to), and e-mail them to ask for the owners manual and warranty info. They may even be available on line in PDF format.

Can I make a cover for my air conditioning unit?
We have central air and out unit is in our tiny back yard.
During the summer time it is tough to sit back there since the central air unit is blowing hot air on us and is kind of loud.
We are tearing down our concrete wall and putting up a white vinyl fence. While we do that I was hoping to be able to make a fence using the vinyl fencing to go around the unit.
Would this be safe? We would make sure to have 3 inches or so around the unit and it wouldn't be enclosed to ensure plenty of air gets in.
That 'hot air' you object to is carrying off the heat
rejected by the A.C. Unit. It must be allowed to
escape or the unit won't work.
If you put up something to deflect it be sure you
don't impede the flow too much.

Energy efficiency is a hot topic these days. With an energy efficient home you'll not only save money on your monthly energy costs, but you'll reduce your impact on the environment and help your whole city become more energy efficient. Whether you are a buyer who wants to invest their money into an energy efficient home or you are an existing home owner who wants to lower their energy costs, here are a few major ways that you can increase energy efficiency.
1. Heating system
The heating system is one of the most important parts of energy efficiency. There are many different heating systems that have a high rating for energy efficiency, the top being solar heating systems. Geothermal heating systems, wood heating and natural gas are also good choices for energy efficiency. The least energy efficient models are oil heating and electrical heating.
2. Cooling system
Similar to the heating system, this is one of the most important parts of making your home more energy efficient. The most important aspect to look for when buying a new air conditioner, or evaluating one that comes with a new home is the age of the unit. If the unit is more than 10 years old, it definitely won't meet current levels of energy efficiency. High efficiency models are now available that can save you money in the long run.
3. Insulation and windows
Heating and cooling costs can be greatly increased when a home is not properly insulation. Insulation leaks in the attic and basement are a major source of energy loss and can be identified during a home inspection if you are buying. You can have an energy efficiency expert come into your home and let you know if you need to add insulation throughout your home. Windows should be at least double pane to increase your energy efficiency. As a buyer, you can include the cost of upgrading the windows in the purchase price of the home and require the seller to have them re-installed before the sale is final.
4. Hot water heaters
The water heating system in a home is a major source of energy problems if they are old and need repair. If you're buying a home, have the water heater inspected thoroughly so that you can be sure that it won't be an energy waster. Electric tankless water heaters are a good option if you will be replacing the water heater. Thermodrain systems actually capture waste heat from showers and other appliances that use hot water and are worth a look if you want to increase your hot water efficiency.
5. Energy efficient appliances
If you're considering buying a home with appliances, make sure that the appliances are Energy Star rated. Refrigerators, washers, dryers, dishwashers and even water heaters are available with Energy Star ratings. Energy Star appliances use less energy to do the same amount of work. Energy Star is a rating system and not a brand. These appliances are available from most major manufacturers.
With all of these areas evaluated, you can determine if your new home will be energy efficient or upgrade your home to reduce your energy costs.

Do I have to take my car to an air conditioning shop to have it serviced? One is able to receive instructions in the owner's manual for servicing and maintaining the coolant system, but they do not include details on maintaining your air conditioning unit. Has anyone performed this on their own?

You have to be licensed to handle the chemicals used in the system. They can be dangerous not nearly as dangerous as they were years ago. But Still you also have to have special equipment to recharge the system if you were to break the seal. So in short take it to someone who knows what their doing and is licensed to do so.
